HISTORY

GOVERNMENT BODIES. CORPS OF ARCHITECTURAL ENGINEERS OF THE TREASURY.

In 2019 Correos is reviving the series of stamps dedicated to Government Bodies, with an issue celebrating the Architectural Engineers who work for the Treasury.

In 1893 the Finance Ministry was reformed and modernised in order to improve tax inspections, and in 1906 Spain’s current Property Registry was created with the Ley del Catastro Topográfico y Parcelario, which required qualified technical personnel.

Although the urban property registry already had some engineers in its staff, it was assigned new work in September 1917 which soon revealed the need to create 112 positions in the new body, “Aparejadores con destino al servicio del Catastro de riqueza urbana”, with a first call for applicants announced on 20 September 1917.

In the 102 years since its creation, this Corps has grown and adapted, changing its name several times, while the profession also evolved, with new academic qualifications and professional fields emerging. The sphere of responsibilities of this body was also redefined with the creation of the Directorate General of State Assets in 1957, and an order regulating the competencies of the Corps of Architectural Engineers of the Treasury in 1978.

The Corps of Architectural Engineers of the Treasury belongs to the Finance Ministry and has more than 200 professionals located throughout Spain.

The Architectural Engineers of the Treasury work in the Property Registry, part of the Ministry of Finance and Civil Service, and in many other government services, especially in the restoration and maintenance of the properties belonging to the various Ministries and other organisations of the Government of Spain.

The stamp explores the symbolism of values identified with the Corps of Architectural Engineers, with an example of a Property Registry plan in the form of a geometric grid with volumes representing buildings, some of which are highlighted by their size or colour, representing the values of Spain’s built heritage. It also shows the logo created to mark their centenary, 1917-2017.
